Why does updating a category not affect all financial years?

Updating a category in one year doesn't affect categories in other financial years. 

This is deliberate and allows you to have a different category structure, budget amounts, etc, in different financial years, and it avoids unintentional issues with previous years getting accidentally updated. 

If you do want to make updates, this is possible, but you will have to update each year separately.
